What is an Earmark?

An Earmark is a line-item that is inserted in to a bill, by a Congressman or Senator, that directs funds to a specific project or recipient. Earmarks are not reviewed, debated or subjected to any public hearing. Earmarks are most commonly made by the more powerful members of congress, those who head committees or sub committees. These positions in congress tend to be held by those with the most incumbency, i.e. the ruling class.

Earmarks are a way for powerful members of congress to "bring home the bacon" for their state or district. They are used to fund special projects within the state or district of the author of the earmark. Often referred to as the "currency of congress" earmarks are used to entice other Congressman or Senators to vote in a certain way. They are also used to reward the supporters of the elected official who wrote the earmark.

The practice of earmarks has been around for a long time, however, it's application was quite limited until the early 90's. Since then there has been an explosion in the growth and use of this practice.

Despite repeated demands and promises for reform, earmarks continue to be a controversial legislative practice that cost taxpayers billions of dollars annually. The fact is that earmarks have become a powerful tool for the ruling class to secure it's power. It's a means by which the ruling class, at their sole discretion, can use the money of taxpayers from other states and districts to gain favor with the constituents in their home state or district. It's also a way to reward those who support the ruling class. Finally, and perhaps most egregiously, earmarks have become a means by which the ruling class can divert taxpayer money directly into the pockets of their family and and friends.
